Yes, everyone operating a motor vehicle who comes through the gate must have and present a valid, non-expired driver's license. The purpose of this policy is to reduce the DWPOA's liability risk in the case of an unlicensed driver on our private roads. What’s the policy for food delivery in the gated part of Dunes West?

Families are welcome to order food for delivery to their homes behind the gate. Residents should create a gate pass for their vendor who will be delivering. Dunes West does not charge gate access fees for food delivery; however, drivers must follow all normal processes, provide proof of drivers’ license, and state the owner's or resident's name and address(es) they are delivering to. Additionally, catered events on private property are allowed. The covenants do not allow for “commercial activity” on POA property, including roads or POA owned amenity spaces. What should we do if we see / experience a driver or contractor acting strangely or unsafely?

Contractor and guests should obey all traffic requirements (speed, safety) and only go to the location authorized by an owner. If you see something out of the ordinary, please report your observations/experiences. Call MPPD with any speeding, blown stop signs, and other unsafe conditions and make a citizen request for increased enforcement. If you see a vehicle with a driver behaving strangely—driving slowly and appearing to “case” the neighborhood, approaching children, etc.—and it is safe to do so, take pictures or video and share with both the POA office and MPPD, as appropriate. Other sources of evidence for video include neighboring home owners who have security devices to monitor their front entry (Ring doorbells, Arlo, other). How do we handle emergency service entry for contractors after hours, Sundays, or holidays?

Contractor or vendor entry is limited to the following hours: Monday-Friday: Open 7am-6pmSaturday: Open 8am-4:30pmSunday: ClosedNot permitted on Holidays However, an exception is made for emergency HVAC, electrical, plumbing, or some other type of urgent service or repair requiring contractor access. We understand that it can be challenging to enter a large number of names for entrance through the gate. If you are having a large event, create a pass using “Party” as the first name and “Pass” as a last name. At this time we recommend you do not use the event feature of the online gate system. Ensure your guests know to inform gate personnel they are entering for your “party pass,” provide your address, and show their valid drivers license. Why do some people have to pay $15 to enter?

The covenants give the POA the right to charge “tolls” for use of our private roads by commercial vehicles.  Our attorneys define “commercial vehicle” as one entering to provide services or conduct business by a “for profit” entity. This revenue stream currently accounts for more than 10% of the total POA annual income. According to the covenants, people who are members or guest of the Club are not subject to the toll, nor are guests or contractors entering at the request of a property owner. The DWPOA usually refers to our gates as privacy gates for the sake of consistency, and to not give a false impression of “total” security. The gate system that’s been in place at Dunes West since the early 1990s provides a measure of both privacy and security. Both are outcomes of “access control.” There is no such thing as absolute privacy or security, or any single level of control appropriate for all situations. The more stringent an access control policy, the more privacy and security.
